When a volunteer visits the website for the first time, the website is downloaded to their phone. If they lose internet, then they can continue to administer surveys.
Hyperion checks for internet access every few seconds. If a volunteer regains internet, then the submissions will be uploaded automatically.
Submission data is only stored on a volunteer’s phone if internet access isn’t available. The moment the upload completes, the data is removed.
